Public submission forms allow for participants to submit ballots and feedback without a private URL, just selecting their name (team) from a list. This is obviously less secure than through private URLs, but it allows for tournaments without effective means to distribute private URLs to remove some data-entry load from the tabulation staff.

This task is whether it should be deprecated. Previous discussion has taken place with these comments:
