Re-think Submissions data

The Submission abstract model is used to collect data on how publicly (if enabled) accessible forms got filled out, containing various disparate fields associated both with "submissions" and "logging." It's use should be re-thought with the recent developments relating to the view of the Person model (see #708).

Just revisiting this to see where its at. Have the necessary changes to Submission been completed? Are further ones planned or needed?

Not ready yet. This will also resolve #683 but #229 is the "way of the future" for the submissions data, that can be discussed later (or in 2015...)
