Alert dashboard not found #158

If the alert dashboard contains 1 volume and if that volume is deleted then the alert dashboard becomes empty and on creating a new volume, no panels are found in volume dashboard so the update_dashboard flow throws dashboard not found error.

During Import cluster if a particular dashboard(Brick/Volume) is empty but the host dashboard exists then the alert dashboards for the imported cluster will fail.
