Updated package dependencies.

looks like the RDataset issue had a PR opened back in april.. with no closure. I think if we widen the RData compat in TidierFiles to include .8 instead of just one which might solve the problem as far as the docs building issue? |

I think that's a good idea. Even though I will remove the RDatasets dependency here (since we don't use it), this still may create issues with other packages. |
