Description
Updates the logging configuration to make it configurable. Also adds additional logging around authentication.
Motivation and Context
We're troubleshooting a particular authentication issue with Athletics and need additional logging capabilities.
How Has This Been Tested?
Changes have been verified in DEV and QA.
