Remove latest supported scala version mechanism #1816

Since we hardcoded the default versions of Scala and don't change them later. Then we no longer need the scalaVersion. mechanism.

Originally, the mechanism was introduced to bump scala versions in previous versions of scala-cli, if the tests for this version pass. But this is useless as default scala versions are hardcoded.
