Observer Construction Semantics & Operation Filtering #30

This addresses Issues #24, #29, and includes the example from issue #27.

Important changes:

This makes the observer an object which we then call observer on, giving the target database and transaction.
This adds a required operation type filter to the observer construction options.

Updating IDL to new construction & option semantics.

Added example use cases

Added operation type option.
