Bit of code re-org and some improved command line parsing or something

Yeah I guess this does everything I want it to do

Woa now you can

• Get a report of noisiest triggers
• Send that report to Slack or an S3 bucket
• Have command line arguments that make sense

VSCodium has betrayed me

I added a bunch of cool and useful checks and command line options and tools and what have you but VSCodium screwed me in the 11th hour and maybe there's a fatal typo in this release. I dunno... it's like a fun scavenger hunt!
