Step-by-step reproduction instructions

  1. Insert a navigation block
  2. See a snackbar message saying 'You do not have permissions to edit this menu ...'

Expected: no message about not having permissions - I haven't created a menu yet.

This actually seems to happen whenever inserting the block even if I have menus, so updating the label.

@priethor priethor removed the [Status] In Progress Tracking issues with work in progress label May 17, 2023
