Remove wp_area custom post type

Solves #24674:

#24290 removes all usage of the wp_area CPT. We should delete wp_area from the codebase.

Just eyeballing the change should be enough. A more sophisticated test plan would be just going to the widgets editor, making a change, and clicking save.
