Description
When Submenu parent elements are links, the link control popup should open as soon as the Submenu block is added.
How has this been tested?
In the block editor: With Navigation block set to open on hover, add a Submenu block.
In the Navigation editor: add a new Submenu block to an existing menu.
In both cases, link control should pop up straightaway.
