Motivation for the change, related issues
The dropdown to change the language is currently available on production (see https://wordpress.github.io/wordpress-playground/)
There are almost no translated pages for the languages available in the dropdown.
As per instructions on Contributions to translations it's better for this dropdown to be visible in production only when there are a fair amount of pages translated to that language.
This PR comments the setting that makes this dropdown visible to hide it. It can be uncommented for a specific language once there are more translated pages for that language.
