Previously, the
checkConstantRoutingAndNetNaming()builds a mapping between hierarchical-cell-pin-name to physical-net. Later,checkNetTypeFromCellNet()does a lookup from a non-hierarchical-cell-pin name to find its corresponding physical-net.Fix it so that
checkNetTypeFromCellNet()is hierarchy-aware.
