Better IDE Update Process

Reduce steps required by Users in the process of updating their IDE version by moving downloads and installations to the background. New versions can be received on launch or on Users’ direction.

Note: This feature deals only with updating the IDE version, and is separate from runtime updates.

This has been enabled for betas currently but we're going to continue testing on it before making it available for stable release
