Fixed Critical Bug:

Logic bug in with Base Builds in CI yamls.
'10' is lexicographically less than '2' causes 10.1.0 builds to skip on Buster OSes.
buster - Truncated decimals for accurate comparison with awk.
stretch - Removed redundant 8.3.0 builds.
