As an extension to #30 "Analyze scan for license issues" I would like to be able to plug in a pipeline the analysis of incorrect license detection

In contrast with aboutcode-org/scancode-analyzer#20 the available data may not be exactly the same as in scanc (and it is stored in the scanpipe database)
