Add jdk22 pipeline config #720

jdk(head) is now jdk-22, add the config.

For the moment disable scheduling until we have determined a nightly schedule for it.

If you are not an admin, please ask for one's attention in #infrastructure on Slack or ping one here.
To run full set of tests, use "run tests"; a subset of tests on specific jdk version, use "run tests quick 11,20"

LGTM, and noting that with the changes in #719 and as per the PMC call this week we could have a trigger that runs when new _adopt tags are created in the repository instead of having it regularly scheduled.
