Provide a new Eclipse Adoptium jenkins job "publish_installer_src_tool" for publishing the generated rpm spec, apkbuild and debian control, changelog and rules file built as part of the package production automation. These will be published to https://github.com/adoptium/temurin-linux-pkg-sources)
This job extends the existing Adoptium release publish job to publish DevKit binaries built within Jenkins to the new https://github.com/adoptium/devkit-binaries repository.
Test publish: (https://github.com/adoptium/temurin-linux-pkg-sources/releases/tag/jdk-21.0.5%2B11)
New job will be created similar to this ( https://ci.adoptium.net/job/sfr-publish-linux-pck/ ), once the main installers PR is merged and the automated installer production job ( similar to this https://ci.adoptium.net/job/sfr-build-linux-package-modular/ ) is created once the main PR is reviewed / merged.
