The AdoptOpenJDK project historically built on old levels of some distributions (CentOS6 for Linux/x64, WIn2012 for Windows, and Ubuntu 16.04 for armv7l/arm32)

With the move to Adoptium should we have a clean break and move to building on a later level (thus likely adjusting the minimum required levels of glibc on Linux etc.) or continue as we are so that existing users that may still be using out of support operating systems either by choice or due to having extended support contracts are able to have continuity.

(Related: #2538 for whether we should change for JDK17 specifically)
