fix destination-snowflake build for jdk17

What

destination-snowflake's acceptance tests are currently broken due to JDK17 incompatibility; this PR should fix them.

How

• tell the integration test runner to allow the snowflake-jdbc driver to access internal APIs
  • also bump the version, as the previous version didn't log a useful error message.

@edgao seems like issue with integration tests was already fixed in scope of #8781 and these changes unnecessary
