Curate NLDASv2 soil temp/moisture

CONUS404 has yet to yield good fruit with #564 , so it was suggested to curate NLDASv2, so down that rabbit hole we go.

However, in contrast to the variability and anomaly comparisons, large negative biases in absolute soil moisture exist at all depths and models (except for the VIC model over the Oklahoma region).

It seems rather clear that my present NLDASv2 grib archiving is not very useful and not used internally within the IEM, so am going to jettison that processing.
