Add actual value comment to results framework

GIVEN a project with an actual value comment in one of the indicator periods
WHEN opening this indicator period either in My results or on the project page
THEN the actual value comment should be shown

Issue description

Currently, we do not show the 'actual comment' of the results framework, in the results framework. As requested by Plan Finland, we should add this information.
