• Update EF Core to 3.1.13
• Update NuGet CLI Tools
• Update ReactiveUI
• Update Octokit
• Install SQLitePCLRaw.bundle_e_sqlite3 v2.0.4 for the fixes in System.AccessViolationException at System.Text.UTF8Encoding.GetCharCount(Byte*, Int32, System.Text.DecoderNLS) ericsink/SQLitePCL.raw#321. The EF Core package still references v2.0.2.
