Fix the upstream test failures due to device image upgrade #930

This PR fixes several things that had issue with downstream tests:

nxos_user - fixes failures caused by #903 in downstream
vrf_global - increases wait time
nxos_vpc - fixes bug where it fails due to not availability of kickstart_ver_str
nxos_logging_global - fixes incompatible commands being tested in upstream
