Rationale for this change
There are a lot of entries in the arrow changelog https://github.com/apache/arrow-rs/blob/master/CHANGELOG.md because a lot of great stuff has been released.
It would be nice to keep all the historic changelog information but reduce the size of the main CHANGLOG to just the most recent release's entries to make the file easier to modify when preparing new releases

CHANGELOGOver time I hope to automate the changelog creation a little more (it still requires some manual touchups)
