As part of #2318 I split out some common logic to share with the fixed length byte array decoder. In order to keep the diffs small, I have broken this out into a separate PR.
What changes are included in this PR?
Splits out the decoder logic from array_reader::byte_array, so that it can be shared by a fixed length byte array decoder (#2318)
Benchmark runs are scheduled for baseline = cbaa2c0 and contender = 9921cd5. 9921cd5 is a master commit associated with this PR. Results will be available as each benchmark for each run completes.
