Create separate ballista-cli crate

Is your feature request related to a problem or challenge? Please describe what you are trying to do.
To allow us to release DataFusion and Ballista separately, we need to remove the dependency from datafusion-cli on Ballista because it results in a circular dependency of sorts (as noted in #2433).

Describe the solution you'd like
I would like a new ballista-cli crate which depends on datafusion-cli as much as possible, to avoid duplicating code.
