Remove BLC docker as 1) it appears unused (can't find any runs on https://jenkins.mxnet-ci.amazon-ml.com/blue/pipelines) 2) is a legacy Ubuntu 16.04 container 3) is no longer building and blocks #19787
As the website is now built with warnings as errors enabled (#19624), internal consistency of website is already ensured.
The large BLC run I can find is at https://jenkins.mxnet-ci.amazon-ml.com/blue/organizations/jenkins/Broken_Link_Checker_Pipeline/detail/Broken_Link_Checker_Pipeline/3070/pipeline/ which lists a large number of broken links but nevertheless "succeeds". Someone then "disabled" the pipeline and it hasn't run in a year.
So I think it's reasonable to delete this and it can be re-added if someone fixes it.
