Many times I feel that linking a PR is enough. Unless a problem really requires detailed tracking.

You are correct that linking a PR is sufficient. However, it can be challenging for the community to identify which tasks they can participate in. By breaking down issues into smaller parts, we can encourage more contributors to participate.

Providing more (even too much) information is better than hiding them.
