Actual behavior

TestRLQMultiTopics() can easily fail which causes CI failed. It seems stucked in dlqconsumer.

I'm not sure if there is a problem with the message being sent to the DLQ or the DLQ subscription. Looks more like a problem with the location of the DLQ subscription.
