### Motivation When TransactionBuffer recoversing, if any ledger was deleted from bookkeeper, or ManagerLedger was fenced, TtransactionBuffer will not stop recovering and continue to report the exception. ### Modifications End recovering when there is no ledger to read or the managerLedger is fenced.
