[config][enhance]support use properties when encrypt/decrypt config

Does this PR introduce any user-facing change?

According to the discussion in #8494, Some use cases need to access additional properties when encrypting and decrypting.

This pr adds an optional map-type field to the env config block, and calls the open method defined the Interface before encrypting and decrypting.
