chore: add GitHub workflows and funding model files

- Add a new file `.github/FUNDING.yml` with funding model platforms
- Add a new file `.github/dependabot.yml` with package ecosystem updates
- Add a new file `.github/workflows/codeql.yml` for CodeQL analysis
- Add a new file `.github/workflows/goreleaser.yml` for GoReleaser
- Add a new file `.github/workflows/testing.yml` for linting and testing
