Need to add a builder for adding CookieTempDataProvider services (w/ overload for options).

That is, make this line of code simpler:

Mvc/test/WebSites/BasicWebSite/StartupWithCookieTempDataProvider.cs

Line 15 in 89bd6dc

services.AddSingleton<ITempDataProvider, CookieTempDataProvider>();
