We hardcode the extension in a couple of places today (RazorViewEngine, DefaultViewStartProvider etc). Would make sense to make this a behavior of the host instead.

Deferring this bug until we figure out the design for #494

@DamianEdwards lets decide if we want this for RTM (this is mostly depending on tooling, the fx change is minimal).
