Well, it seems that I've messed something up with this branch, I am not able to push it, so I close it in favor of #194 |

Description
This PR creates separate gem, which is devoted to Horizon interactions solely. For now it's just a copy-paste of current of the current client implementation in
stellar-sdk. Also, there ishyperclientdependency version bump
