This is the second step in fixing #2109
What does this PR do / Why do we need it:
This PR merged the separate go.mod and Makefile of test directory to the go.mod and Makefile under root directory, adjust the github workflow for the integration test.
This is needed because managing dependencies is easier when they are all defined in one place. This is also closer to Golang recommended organization.

Manually verified the test binaries build, unit tests passed, integration tests passed, and scanned all the images it build with no vulnerability.
