chore(ec2): add interface endpoint for Redshift Serverless (#31273)

### Reason for this change

Amazon Redshift Serverless supports AWS PrivateLink at 8/30.

### Description of changes

I've added `redshift-serverless` and `redshift-serverless-fips`.

### Description of how you validated changes

I checked latest endpoint information.

$ aws ec2 describe-vpc-endpoint-services --filters Name=service-type,Values=Interface Name=owner,Values=amazon --region us-east-1 --query ServiceNames | grep redshift
    "com.amazonaws.us-east-1.redshift",
    "com.amazonaws.us-east-1.redshift-data",
