feat(aws-eks): add atomic flag for HelmChart construct

Some Helm Chart operations need to be performed atomically, allowing for automatic rollback or uninstall of failed deployments. This is particularly useful in automated CI/CD environments.

This PR allows for a simple pass-through property on the HelmChart construct which will enable the --atomic flag for the Helm CLI operation being called (e.g. install/upgrade).
