chore: Add missing import and add partition into base test for integration test

Description of changes:
One of the tests use "arn:aws:apigateway" has URI prefix, but for special region's partitions it doesn't work since the partition name would be different

Description of how you validated changes:
Added a partition property into base test and use partition instead
