0.3.1 Bugfix Release

This is primarily a bug fix release.

• Address issues when using newer versions of docker with an insecure registry
• Remove ssh config building due to docker exec
• This version addresses issues with docker containers no longer starting due to insecure docker registries.
  Additionally it removes some cruft
• Fixed null check logic on env config, wasn't working at all before [#23]
• Update to consul 0.4.1
• Added code-signing
