Description of relevant changes

Copied improvements from BioHub

• Better folder structure for the pipeline files, etc
• General cleanup of the pipeline files
• Some cleanup to git workflows

New improvements

• Remove hardcoded openshift resource values and move to environment variables
  • Allows us to specify different cpu/memory amounts for PR/dev/test/prod deployments
• Tweak api route annotations to disable sticky sessions and tweak the load balance algorithm

Misc Other

• Disable codecov annotations (should hopefully remove the "this line not covered by tests" blocks)
