Implementation of the CRS based georeferencing system

A new georeferencing system was implemented in response to the migration of the OGC georeferencing standard towards the standard developed by ISO. All existing user code involving coordinate transformation used these deprecated methods.

Deprecation of all classes still using the older CS system into the legacy module

Most significantly this includes the StyleMapPane class; please make migration plans now - or volunteer to help produce a replacement.
