BSQ trading fee update on cycle 66

This proposal keeps a record of the process to keep the BSQ trading fee at the target discount to BTC trading fee. It will remain open until we need to update BSQ trading fees again.

Parameters (see issue)

• USD/BTC price: 92500
• USD/BSQ price: 2.6
• Current BSQ discount: 32.1%

It's necessary to update BSQ trading fee as current discount is not between the 40-60% target.

New BSQ trading fees

A change parameter request for BSQ trading fees will be submitted to DAO voting:
New BSQ maker fee: 26.68 BSQ per BTC.
New BSQ taker fee: 204.57 BSQ per BTC.

BSQ trading fees are calculated using the values proposed at #415.

Filters were updated, but this issue should remain open until a new BSQ trading fee is required.
Although it's possible to comment on closed issues, I think there will be more attention for the messages when there is no need to update if the issue stays open. Otherwise I could forget or make a mistake and no one will notice.

There was a divergence between the actual trading fees applied for a trade, and the display at DAO - make proposal. The later is the one that was not upgraded, for some reason, and that confused me.
New trading fees were actually implemented in cycle 66, which made it more expensive to trade, and now it's necessary to reduce those trading fees.
