BSQ trading fee update on cycle 67

This proposal keeps a record of the process to keep the BSQ trading fee at the target discount to BTC trading fee. It will remain open until we need to update BSQ trading fees again.

Parameters (see issue)

• USD/BTC price: 97.100
• USD/BSQ price: 2.15
• Current BSQ discount: 60.7%

It's necessary to update BSQ trading fee as current discount is not between the 40-60% target.

New BSQ trading fees

A change parameter request for BSQ trading fees will be submitted to DAO voting:
New BSQ maker fee: 33.94 BSQ per BTC.
New BSQ taker fee: 260.17 BSQ per BTC.

BSQ trading fees are calculated using the values proposed at #415.

While what happened gets clarified, I'm proposing new parameters, as I think they're good for the current prices.

I'm sorry, I know what happened: the update for last cycle was not actually approved on the DAO. The proposal was not even submitted.
I thought I did, but I suppose I was confused with all the other proposals related to max trade amount reduction.

The proposal has been accepted. Wiki and filters have been updated.
This issue will be kept open until a new update is required.
