unpacking debug file for quantized tensor

What this patch does to fix the issue.

Runtime for debug mode dumps tensors into .npy files.
But quantized and packed tensors are dumped as packed value, it makes difficult to debug.
This PR introduce save_tensor functions, it convert tensors into float valued array and dump into files.
