Changes:

Update to FastAPI 0.85 and Starlette 0.20 (0703e7c)

This release will update/upgrade to FastAPI 0.85 and Starlette 0.20.
This is a minor release to align with FastAPI and Starlette versioning.
Note that Starlette has dropped support for Python 3.6. inboard supports
Python 3.8-3.10, so this is not a breaking change for inboard.
