[Regression] OpenSearch toggle is missing

Description

The OpenSearch toggle added in brave/brave-core#9602 and discussed in #867 is no longer there.

Steps to Reproduce

1. Open Brave settings
2. Scroll to search Engines
3. Look for the OpenSearch toggle

Actual result:

There is a Web Discovery Project toggle instead.

Expected result:

Expected both, OpenSearch toggle and Web Discovery Project toggle

It did exist on at least 1.30.69 beta/dev.
