Brave news bar disappears when switching tabs

Description

After scrolling past the first cards in the news feed, stop at any position and toggle the tab tray will result in the news bar disappearing. Scrolling to the top of the home page/ntp will reset the bar as you move back down past the first cards in the feed.

Observed on Nightly, 1.38#6 RC

Steps to reproduce

Precondition: Single tab open

1. Enable Brave News
2. Scroll past the first cards
3. Click on tab tray icon and select same tab
4. Observe news bar

Actual result

New bar disappears but position is retained correctly.

Expected result

News bar should be displayed after toggling the tab tray with single tab opened.
