Describe the issue you encountered:
Video starts auto play in second browser window when YouTubetab is pinned in first browser window

Expected behavior:
Should only add the pinned tab and not start the video playback.

• Platform (Win7, 8, 10? macOS? Linux distro?):
  Windows 10 x64
• Brave Version:
  0.12.0
• Steps to reproduce:
  1. Have two browser windows open. Open any video on YouTube in one window
  2. Pin the YouTube tab while the video is running.
  3. The video/audio starts playback again from beginning on the second window.

Is it a bug? Pinned tabs are loaded every time when a new window is opened, so it seems to be similar to #2227

Yes pinned tabs loading when a new window is opened is fine. But it shouldn't reload the pages on already opened windows
